New York—An analysis by ARTBA (American Road and Transportation Builders Association) shows a slight decline (-1.4 percent) in total new budget authority, from $224.5 billion to $221.3 billion for New York State DOT (Department of Transportation) for fiscal year 2027. A similar easing is also evident across the subset of budget categories authorized to fund highway and bridge capital activity, as classified by ARTBA (from $137.2 billion to $135.1 billion).

ARTBA is not worried about this decline, however, calling the budget healthy as it is still 35% higher than the 2021 fiscal year budget. This is important to note, as that was the year before the incorporation of increased federal funding enacted under the 2021 infrastructure law which created a surge in state revenues due to the pandemic recovery.

ARTBA also notes that funds previously authorized for ongoing projects are excluded from the new budget totals, even though they contribute to ongoing market activity.
