$155 Million in Capital Program to Be Let
Westchester Plans Aggressive Schedule For Road, Bridge, Wastewater Projects

WHITE PLAINS – Westchester County plans to post bids on major projects in the coming weeks that are estimated to total $155 million through the end of 2025.
Over the past few months, Westchester County DPW has selected apparent low bidders for another $15.4 million in work at county-owned facilities, according to the department’s website, Westworks.
CONSTRUCTION NEWS reviewed with the Commissioner of Public Works and Transportation for Westchester County, Hugh J. Greechan, Jr., P.E., whose department provided details of new projects in the sectors of road work, bridge rehabilitation and wastewater upgrades.
“Westchester County DPW&T, together with the support of County Executive Ken Jenkins, are working to continue to push projects out to bid,” Mr Greechan explained. “We have streamlined our bidding process, eliminated the $10-million Bond Cap, and have implemented the use of On-Call Consultants.”
The commissioner broke out project work for the remainder of the year into four categories: Buildings at $20 million, Roads at $25 million, Bridges at $35 million, and Environmental Facilities at $75 million.
The largest project to be let is the Electrical and HVAC Equipment Upgrades and Roof Replacement project at the Port Chester Wastewater Treatment Plant in Port Chester. The estimated bid range is $45 million, with a bid due date of Sept. 10. The work under this contract consists of providing all necessary labor, material and equipment required for replacement or upgrade of the primary electric service to the Port Chester plant, including the MCC and emergency backup power equipment as well as interior alterations needed for the new MCC equipment.
The project also calls for upgrades to all the HVAC system equipment and odor control ductwork including gas detection and fire alarm systems.
Two more significant road and bridge projects (bids due on Aug. 13) are the Bronx River Pathway Reconstruction project at the Bronx River Reservation from Kensico Dam Plaza to Greenacres Avenue, City of White Plains, Towns of Greenburgh and North Castle and Village of Scarsdale.
The DPW has put a bid range up to $7.5 million for this project. It calls for the rehabilitation of approximately five miles of asphalt pathway along the Bronx River Pathway from Kensico Dam Plaza to Greenacres Avenue, including the replacement of three and the rehab of five pedestrian bridges.
Another project (bids due on Aug. 13) is the replacement of the Quaker Bridge Road Bridge over the Croton River in the Town of Cortlandt and Village of Croton-on-Hudson. The DPW is expecting a bid estimate range up to $14 million for this bridge work.
Three other significant projects set to be let before mid-September are:
- The New Relief Sewer, Saw Mill Section B Sanitary Trunk Sewer at the Saw Mill Sanitary Sewer District, Town of New Castle with a bid due date of Aug. 27. The work calls for the construction of approximately 1,560 feet of new 30-inch relief sewer for a section of the county’s Saw Mill Section B Sanitary Trunk Sewer along Hunt’s Lane in the Town of New Castle. The DPW bid estimate range on this job is between $11 million and $12 million.
- The Roof Replacement and Exterior Infrastructure Rehabilitation project at the Reginald A. LaFayette County Office Building in Mount Vernon with bids due on Sept. 3. The bid estimate range for this work is up to $7.5 million.
- Building a new storage building at the Kensico Dam Plaza in Valhalla has a bid estimate range up to $7.1 million with a bids due on Sept. 10. The project calls for site work that includes the establishment of a maintenance yard, secure parking lot, overflow parking spaces, vehicle fuel and storage and distribution system, as well as site landscape and associated work. The new two-story building will feature two vehicle service bays, storage space, as well as mechanical, plumbing, electrical, information technology and security systems. A rooftop solar photovoltaic panel system will also be installed as part of the job.
In terms of recent project awards, a host of apparent low bidders were announced by the Westchester DPW. Among them were:
- Laura Li Industries, LLC of White Plains, which was the lowest of six bidders at $2,198,818 for resurfacing of various maintained roads, in Westchester County;
- Mace Contracting Corp. of New Rochelle, which was the lowest of four bidders at $8,643,000 for Playland Pumping Station Rehabilitation, Blind Brook Sewer District in Rye;
- Petrillo Contracting Inc. of Mount Vernon, which was the lowest of five bidders at $2,246,161 for resurfacing and related improvements to Westchester Avenue, C.R. #112, from Bowman Avenue to Oak Street in the Village of Port Chester.
