Rockland County Announces Adoption
of New ‘Envision Rockland’ Plan
NEW CITY, NY—Rockland County Executive Ed Day and Rockland County Legislature Chairman Jay Hood Jr. announced last week that the county had adopted its new Comprehensive Plan entitled “Envision Rockland.” The plan provides goals, policies, and recommendations to help the county and its municipalities address current challenges and opportunities while building a more sustainable, inclusive, and resilient future across Rockland for the next 10 to 15 years.
“Our county looks very different than when we adopted our last Comprehensive Plan in 2011, and our planning efforts must reflect that,” said Rockland County Executive Ed Day. “Envision Rockland gives us a roadmap for protecting the quality of life our residents value while confronting some of our biggest challenges, from housing affordability and traffic congestion to protecting our water supply and preserving open space. Most importantly, this plan recognizes that the decisions we make today will shape the Rockland our children and grandchildren inherit tomorrow.”
“This comprehensive plan can serve as a guide for Rockland’s future,” County Legislature Chairman Jay Hood Jr. said. “It reflects extensive public input and provides a framework for addressing important issues such as housing, transportation, economic development, the environment and quality of life. I thank everyone who contributed to this process and helped create a plan that will guide Rockland’s growth and decision-making for years to come.”
Led by the Rockland County Department of Planning, the 20-month Envision Rockland planning process brought together county departments and leadership, municipalities, residents, workers, community stakeholders, and other partners to identify current challenges and establish priorities for Rockland County’s future.
Highlights of the Envision Rockland Comprehensive Plan include:
Housing – expanding affordable and diverse housing options.
Transportation – addressing congestion along major corridors and enhancing regional connectivity, including advocacy for improved West-of-Hudson rail service and a one-seat ride to Manhattan.
Economic Development – supporting and diversifying the business base.
Open Space – continuing to preserve open space and expand recreational opportunities.
Sustainability – protecting environmental resources, especially water supplies as well as the health of ecosystems.
Infrastructure – planning for reliable water, sewer, utility, telecommunications, and transportation infrastructure.
Community Services & Public Safety – improving coordination among county agencies and nonprofit partners.
Arts and Culture – strengthening countywide coordination, investment, and support for arts and cultural organizations and promoting preservation and adaptive reuse of historic resources.
The plan also recommends an updated land-use strategy that encourages growth and reinvestment in established and emerging town and village centers while protecting parks, farmland, environmentally sensitive areas, and established neighborhoods.
