PSC Approves 29 Utility Projects Valued at $636.2M to Upgrade Grid
ALBANY — The New York State Public Service Commission approved on June 12 a portfolio of urgent infrastructure projects, as proposed by Consolidated Edison Company of New York, Inc. (Con Edison), Niagara Mohawk Power Corporation d/b/a National Grid; New York State Electric & Gas Corporation (NYSEG), and Rochester Gas and Electric Corporation (RG&E) to address existing and near-term infrastructure in support of transportation and building electrification.
The combined projects valued at $636.2 million will enable 642 megawatts (MW) of electrification upgrades, accelerating the decarbonization of the transportation and building sectors.
“We are approving these projects today because significant grid capacity is needed to support electrification across vehicle duty classes and buildings,” said Commission Chair Rory M. Christian. “Grid constraints have already begun to limit electrification in some parts of the state. The urgent grid upgrade projects would expand grid capacity in many areas of the state, relieving urgent constraints on an accelerated basis while a broader, unified planning framework is developed.”
The 29 projects approved are:
Con Edison: Five projects in the Con Edison service territory totaling $439.9 million for 380 MW of new capacity, including a significant expansion at Zerega Avenue to enable fleet electrification, and a redesign of the Hunt’s Point electrical system, enabling widespread pollution reduction and electrification of end uses.
National Grid: Twenty-two projects in National Grid’s upstate service territory totaling $126 million for 184.8 MW of new capacity, including innovative deployments of grid-enhancing technology in the form of mobile energy storage devices for near-term high-power charging on major Thruway corridors, and the expansion of numerous network components for building and vehicle electrification across upstate New York.
NYSEG: One project in NYSEG’s service territory totaling $37.1 million for 30 MW of new capacity in the North Country, enabling vehicle and building electrification, including a major industrial electrification project.
RG&E: One project in RG&E’s service territory totaling $33.2 million for 47 MW of new capacity, significantly expanding electric vehicle charging capability and enabling large-scale building electrification.
The Public Service Commission made decisions regarding four major renewable energy projects in New York State to help speed development of 1,000 megawatts (MW) of clean, renewable power. The commission granted a Certificate of Public Convenience and Necessity (CPCN) authorizing ConnectGen Chautauqua County LLC to build a 270-MW solar array, with a 20-MW battery storage component, located in Chautauqua County, as well as a CPCN for Prattsburgh Wind, a 147-MW wind project in Steuben County.
Taken together, the projects will provide clean energy for more than 292,000 average-sized homes and create significant economic benefits for their communities and New York State totaling more than $215 million, along with more than 625 construction jobs.
