‘Move America Coalition’ Forms as Feds

Begin Surface Transportation Reauthorization

WASHINGTON, D.C. —A broad alliance committed to securing timely reauthorization of federal surface transportation programs have united under the banner of “Move America Coalition” to advance long-term investment in America’s infrastructure.

More than 20 national organizations representing industry trade associations, organized labor and construction groups announced on Dec. 4 they are uniting to advance a new bipartisan surface transportation law for the one that expires in September 2026. “Without prompt action from Congress, states and localities face uncertainty that could delay or disrupt critical projects essential to mobility, supply chain resilience and economic growth nationwide,” the group wrote in a statement.

“America’s economy depends on moving people and goods safely and efficiently,” said Neil Bradley, executive vice president and Chief Policy Officer at the U.S. Chamber of Commerce. “When our transportation systems work, people can get to work, goods reach the shelves, and communities thrive. But without Congressional action this coming year, stalled projects, higher costs, and strained supply chains will create widespread uncertainty. That’s why the Move America Coalition is bringing together the designers, builders and users of our transportation network to urge the decisive action needed to keep America moving and support long-term economic growth.”

“Federal surface transportation reauthorization requires a big lift and a big tent. The Move America Coalition will bring the general business community to this important debate, strengthening our efforts to deliver a robust bill on time,” said David Bauer, president and CEO of the American Road & Transportation Builders Association known as ARTBA.

The coalition will advocate to:

• Maintain and guarantee highway and transit funding at or above IIJA levels;

• Stabilize the Highway Trust Fund and propose solutions that maintain a user-based, predictable funding strategy;

• Modernize the project delivery and permitting processes;

• Enhance the safety, efficiency, and reliability of our transportation network.

The coalition brings together organizations from across the transportation and infrastructure landscape—including engineering, construction, equipment manufacturing, trucking, freight, logistics, public transit, cities and counties, and labor unions. Together, these partners represent the workforce, industries, and communities that depend on a safe, modern, and reliable transportation network.

John L. Downey, general president of the International Union of Operating Engineers, said IUOE members are ready to build the next generation of roads, tunnels, bridges and transportation networks. “Federal surface transportation investment is the backbone of the American economy. It is a proven job creator. This coalition reflects something we do not see enough of in Washington—a broad, bipartisan group that agrees that our country’s infrastructure is essential to our competitiveness. The IUOE is proud to join with the Moving America Coalition in urging Congress to increase current funding levels for American infrastructure, stabilize the Highway Trust Fund and streamline our current permitting and delivery processes.”

Brent Booker, general president of the Laborers International Union of North America (LIUNA), said in the statement, “Investments in transportation infrastructure are essential to the future economic growth of the United States. Building upon the current levels of federal transportation investments is essential to the competitiveness of American business, State and local economies, and the daily lives of regular people including hundreds of thousands of LIUNA members and their families. The Moving America Coalition represents the kind of non-partisan, policy-focused, stakeholders that is needed to help stabilize the Highway Trust Fund and build projects faster and more effectively.”
