IDA Backs New Parking Garage At WP Hospital; PLA Expected

WHITE PLAINS—The Westchester County Industrial Development Agency approved late last month incentives of nearly $2.8 million to a subsidiary of developer the Cappelli Organization of White Plains for a $161.3-million project to build a new 1,950-space parking facility on East Post Road here that will support the major expansion currently underway by White Plains Hospital.

The Westchester County IDA Board approved LC Post Road Garage LLC’s request on May 28 for a sales tax exemption of $2,168,668, and a mortgage recording tax exemption of $600,000. The total assistance for the project from the IDA is $2,768,790.

The project is located on multiple lots on East Post Road and a portion of Brookfield Street. According to the Westchester County IDA, the Cappelli Organization intends to enter into a Project Labor Agreement with the Westchester Putnam Building & Construction Trades Council.

The site is currently comprised of multiple vacant buildings that will be demolished to make way for the construction. The site includes parcels with known environmental contamination subject to NYSDEC oversight and will be remediated through a Brownfield Cleanup Agreement.

It is estimated the project will create 229 construction jobs and six full-time jobs for Westchester County residents. The new parking facility will be leased to the hospital to serve its staff, patients and visitors with up to 180 spaces reserved for residents of the White Plains Housing Authority’s Brookfield Commons.

White Plains Hospital President & CEO Susan Fox noted that parking is a critical component to accessing high quality care. “We are grateful for the Westchester County Industrial Development Agency’s support of this new parking facility as it is an essential part of our long-term vision.”

Earlier this month, Construction Manager Suffolk Construction held a topping off ceremony on May 7 for White Plains Hospital’s ongoing $750-million project, a 475,000/sf expansion of the existing hospital space, which broke ground on May 5, 2025. That project is being performed under a PLA with the building trades.
