ARTBA: 2025 Sets Record Spend Level
On Government Transportation Contracts
WASHINGTON— The total value of state and local government transportation contract awards was $152.2 billion in 2025 – a new record – up from $132.2 billion in 2024, according to data compiled by ARTBA’s economics team released on Jan. 30.
Some modes that saw growth as major projects moved forward were:
• Annual totals were up 15% for bridge and tunnel awards and 3.5% for highways.
• The value of rail and transit awards totaled $15.7 billion, up from $2.8 billion in 2024.
Among the major projects breaking ground in 2025 were: the Westshore Interchange in Tampa, FL; Metro I-105 Express Lanes in Los Angeles; I-35 Capital Express Central Project (Lady Bird Lake Segment) in Texas; the Frederick Douglass Tunnel in Maryland; the improvement projects at the Port of Long Beach, CA; and the Arizona I-10 reconstruction.
