County DPW to Let Major Contracts With Combined Value of $80 Million

WHITE PLAINS, NY—The Westchester County Department of Public Works has announced two significant contract lettings valued at a combined nearly $80 million. The largest project has a bid due date of today (June 3) and is located in the villages of Tarrytown and Elmsford. The contract “Replacement of Tarrytown Force Main (Phase II) and Rehabilitation of Route 119 Gravity Sewer, Tarrytown Pumping Station, Saw Mill Sewer District” has a bid estimate range of between $52 million to $57 million, according to the Westchester County DPW’s West Works newsletter.

The work under this contract consists of providing all necessary labor, material and equipment required for this project, which involves replacement of approximately 10,500 linear feet of 30” diameter force main with a new force main pipe. Depending on the chosen route, the approximate 1,300 linear foot section of 30” gravity sewer will either be replaced or rehabilitated. Replacement of the force main includes replacement of all piping, valves and all other appurtenances along with relocation of existing utilities and all associated site work.

The Tarrytown force main carries sewage approximately 2.75 miles from the Tarrytown Pumping Station in the Village of Tarrytown under pressure to a 0.25-mile gravity sewer section that connects to the Saw Mill Trunk Sewer in the Village of Elmsford. A mandatory pre-bid meeting was held on May 12.

The second significant letting has a rescheduled bid due date of June 10 and is located in the villages of Hastings-on-Hudson and Dobbs Ferry and the City of Yonkers. The “Pumping Station Rehabilitation Program: Hastings, Dobbs Ferry, Main Street and Ludlow Street Pumping Stations, North Yonkers and South Yonkers Sanitary Sewer District” contract has a bid estimate range of between $21 million to $22 million.

The work under the contract includes but is not limited to miscellaneous demolition, major mechanical equipment replacement such as new bar screens, sewage pumps, piping and valves, gas an fire detection systems, new electrical and instrumentation equipment, new heating and ventilating equipment, all ancillary roofing and lighting systems as well as replacement of the station’s emergency generators, if present, and flood mitigation measures as required to help protect the pumping stations. A mandatory pre-bid meeting was held on April 28. Both contracts direct interested contractors to the Special Notice regarding Project Labor Agreements.

The Westchester DPW recently announced two contract awards:

  • Sea Breeze General Construction Inc. of Astoria, NY was the lowest of five bidders at $14,617,000. for parking structure infrastructure improvements at the Norwood E. Jackson Correctional Center at the Grasslands Campus in Valhalla, NY.
  • ELQ Industries Inc. of New Rochelle, NY, was the lowest of three bidders at $1,123,815.50 for mechanical building systems replacement and upgrades at the Coachman Family Center in White Plains.
