To Begin by End of 2027
NEW YORK—Federal officials announced last week that the New York Penn Station “Transformation” Project will begin construction by the end of 2027.
To jumpstart the aggressive schedule U.S. Transportation Secretary Sean P. Duffy and Special Advisor Andy Byford also announced that the U.S. Department of Transportation will provide Amtrak with nearly $43 million in federal grant funding.
Sec. Duffy outlined the schedule to deliver the new station, beginning construction by the end of 2027, Mr. Byford said. To meet this timeline, Special Advisor Byford will begin the process to solicit a master developer—a key player in the public-private partnership model to transform Penn Station. The formal process will start by the end of October 2025 and a selection will be made by the end of May 2026.
In April, Sec. Duffy announced USDOT and Amtrak were taking control of the Penn Station overhaul from the MTA. As part of the announcement, USDOT withdrew $72 million in grant funding.
The nearly $43 million grant will support project development and the solicitation of a master developer, as well as permitting and preliminary engineering work.
New York Gov. Kathy Hochul released a statement on Sec. Duffy’s project timeline announcement, stating: “One of the first things I raised with President Trump in January was the need to give New York City the beautiful Penn Station it deserves. Those conversations successfully secured federal funding in April to advance redevelopment, allowing us to reallocate over $1 billion for other critical projects. With Secretary Duffy now advancing this project and requesting design proposals, New Yorkers are one step closer to a station worthy of this great city.”
