CROTON-ON-HUDSON, N.Y. — A new local law designed to give priority in future affordable housing units in the Village of Croton-on-Hudson to first-responders, healthcare workers, and veterans has gone into effect. The Village of Croton-on-Hudson Board of Trustees voted unanimously to adopt the law last week.

Local Law No. 9 of 2026 amends the village’s zoning code to establish new standards for Affordable Affirmatively Furthering Fair Housing (AFFH) units. Currently, residential developments of 10 or more units created through subdivision or site plan approval must include affordable AFFH units equal to at least 10% of the total number of units.

Under the new law announced by the village on Aug. 19, occupational preferences for first responders and medical service employees are established. First responders receive the highest priority, followed by medical service employees, and then veterans of the United States Armed Forces.

The law defines emergency service employees as individuals responsible for responding to emergencies and urgent situations to protect public safety, health and well-being. This includes first responders and personnel working for organizations such as fire departments, police departments, and emergency medical services.
