Koby Greene, P.E., of D.A. Collins Companies Joins Construction Industry Council Board

TARRYTOWN, NY—Koby Greene, P.E., a seasoned professional with 18 years of experience in the construction and engineering industry, was elected to the Board of Directors of the Construction Industry Council at its quarterly meeting in October in Westchester. The announcement was made by John Cooney, Jr., who is the executive director of the association which is headquartered here.
Mr. Greene currently serves as an operations manager at D.A. Collins, overseeing the execution and financial health of all projects. Among his key areas of concentration are the emphasis on safety, quality and efficiency. His responsibilities include leading a culture of safety, maintaining high standards, and upholding company values.
Mr. Greene also plays a critical role in technical guidance, job planning, project scheduling, and risk management. He supports project teams in contract negotiation and ensures resource availability. Moreover, Mr. Greene manages team training, client satisfaction, strategic partnerships and union labor relations, a reflection of his strong leadership and negotiation skills, his company noted.

His project experience is extensive, including bridge construction and rehabilitation, concrete construction, design-build, highway construction, lock rehabilitation, structural lifting, and structural steel erection. “His commitment to excellence and strategic vision make him a valuable asset to any project he undertakes,” the company noted.
Mr. Greene began his career at D.A. Collins Companies as a laboratory technician while still in college. In that role, he was responsible for the quality assurance and control of various construction materials, conducting soil gradations, mix designs, asphalt densities, and concrete compression testing to meet agency and client standards.
Mr. Greene holds a Bachelor of Science in Civil Engineering from Rensselaer Polytechnic Institute, where he graduated in 2009. Mr. Greene is a licensed PE in New York, Pennsylvania, Massachusetts and Vermont, and a Certified Welding Inspector with the American Welding Society.
With 35 years of experience at Skanska, Mr. Chouinard provides executive leadership and full profit and loss oversight for regional operations, generating more than $1 billion in annual revenue. His portfolio includes complex infrastructure projects ranging from highway and bridges to transit, power and water in a region that extends from Boston and Providence, RI, through New York, Baltimore, MD, to Washington D.C.
“I am truly humbled and honored to be selected as a member of the CIC board,” Mr. Chouinard said. “Skanska and the CIC have similar values in championing infrastructure renewal in the Westchester and Mid-Hudson regions. I hope to be able to help as much as I can to further those goals as a member of the board.”
Mr. Chouinard has been instrumental in the successful delivery of some of Skanska’s highest-profile projects, including the Cat-Del Water Treatment Facility, MTA Harmon Shops, JFK Roadways and Ground Transportation Center, Portal North Bridge, Moynihan Train Hall and the World Trade Center Transit Hub. He works closely with project teams and customers to uphold Skanska’s rigorous standards for safety and quality.
A passionate advocate for developing future industry leaders, Mr. Chouinard serves as an executive sponsor and mentor for several internal initiatives, among them are Skanska’s Women’s Network and Young Professionals Network.
He is a graduate of SUNY Stony Brook with a Bachelor of Science in Mechanical Engineering.
