Westchester to Name Winning Proposal from 11 Pre-Qualified Firms for Airport Modernization
WHITE PLAINS—Westchester County Executive Ken Jenkins announced this month that a Request for Proposals has been issued for the redesign of the main terminal building at Westchester County Airport (HPN).
The RFP has been issued to 11 pre-qualified firms with a deadline of submissions in December.
County officials stated that the modernization plan aims to bring the decades-old terminal in line with current industry standards and passenger expectations, while maintaining the county’s full ownership and control of airport operations.
Mr. Jenkins said, “It’s time that the Westchester County Airport reflects the high quality and character of the community it serves. When flying out of HPN, we want our passengers to be safe, and we also want them to be able to sit down, wait for their flight, and enjoy simple things like a cup of coffee—at this moment, that isn’t possible. This planning effort represents an important first step toward changing that.”
A Pre-Qualification Board met in August, followed by a Professional Selection Board in September, approving the 11 firms to participate in the RFP process. Prior to those meetings, the county’s Department of Public Works and Transportation conducted national research to identify firms with strong expertise in terminal concept planning and design.
“This project will help ensure the airport keeps pace with demand, improves the travel experience, and continues to be an economic driver for Westchester County,” Mr. Jenkins added.
The 11 pre-qualified firms that were sent the RFP were: AECOM USA, Inc. (New York, NY), Arup US, Inc. (New York, NY), Burns & McDonnell EGS, PC (Kansas City, MO), DACK Consulting Solutions Inc. (White Plains, NY; WBE), Dattner Architects D.P.C. (New York, NY; WBE), Gensler Architecture, Design & Planning, PC (New York, NY), HNTB (New York, NY), Parsons Corporation (New York, NY), Perkins Eastman (New York, NY), T.Y. Lin International, Engineering & Architecture, PC (New York, NY), and WSP USA, Inc. (Valhalla, NY)
The RFP calls for a comprehensive feasibility study that will produce distinct terminal modernization concepts that must include:
- Maintaining the existing terminal footprint, while allowing full reimagination of the current 96,000 sq. ft., three-level structure and its 700-linear-foot frontage.
- Utilizing adjacent areas that may be repurposed, such as frontage roadways, loading dock areas, and rental car quick-turn and ready lots.
- Throughout the RFP process and future phases, the county will uphold all Terminal Use Regulations governing airport operations, including the 240-passenger-per-half-hour rule.
Following review of submissions, the Selection Committee will make a recommendation to the County Executive for final approval. The county will also brief the Airport Advisory Board at its upcoming meeting on Oct. 15 to provide an overview of the RFP scope and project timeline.

ALBANY—The New York State Department of Transportation recently announced the selection of four apparent low bidders in the New York City and Hudson Valley counties.
Ground Control Excavating Inc. of Warwick, NY was the lowest of six bidders at $5,897,621.80 for highway where and when at various locations in Columbia, Dutchess, Orange, Putnam, Rockland, Ulster and Westchester.
Power Line Constructors Inc. of Clinton, NY was the lowest of three bidders at $958,576.00 for signal/wireless vehicle detection system at various locations in Dutchess, Orange and Ulster.
Bothar Construction LLC of Binghamton, NY was the sole bidder (one bid was declared informal) at $3,769,461.30 for retaining wall improvements along Route 52 in the Town of Delaware in Sullivan.
Verde Electric Maintenance Corp. of Mount Vernon, NY was the sole bidder at $620,967. for signal work on Route 22 at Edgewood Road in the Town and Village of Scarsdale in Westchester.

Mace Contracting Corp. of New Rochelle, NY was the lowest of three bidders at $54,400,000. for electrical and HVAC equipment upgrades and roof replacement at the Port Chester Wastewater Treatment Plant in Port Chester, NY.
Pierotti Corp. of Harrison, NY was the lowest of four bidders at $8,238,800. for new storage building at the Kensico Dam Plaza in Valhalla, NY.
Mace Contracting Corp. of New Rochelle, NY was the sole bidder at $3,700,000. for replace bus wash system at the Alphonse J. Cerrato Bus Maintenance Facility at Grasslands Campus in Valhalla, NY.
Axiom Contracting Inc. of Yonkers, NY was the lowest of seven bidders at $905,550. for main facility roof replacement at the Richard A. Flynn, Sr. Fire Training Center at Grasslands Campus in Valhalla, NY.
Di Paterio Contracting Inc. of Peekskill, NY was the lowest of nine bidders at $209,350. for roof replacement at the Lenoir Preserve Maintenance Garage in Yonkers; the Merestead Preserve Pump House in Mount Kisco; and the Croton Point Park Recreation Hall in Croton-on-Hudson in Westchester.
JC Land & Site, Inc., of Ossining, NY was the lowest of 11 bidders at $3,577,040. for countywide bus shelter improvements at various locations in Westchester.
Axiom Contracting Inc. of Yonkers, NY was the lowest of four bidders for roof replacement and exterior infrastructure rehabilitation at the Reginald A. LaFayette County Office Building at 100 East First St. in Mount Vernon, NY.
ELQ Industries Inc. of New Rochelle, NY and MTS Infrastructure LLC of Armonk, NY were the lowest of seven bidders at $428,500. for drainage improvements and wall reinforcement at the Compost and Education Center at Grasslands Campus in Valhalla, NY.
