Carpenters William ‘Bill’ Banfield Retires
ALBANY—A longtime leader in organized labor in New York State, William “Bill” Banfield, retired from the North Atlantic States Regional Council of Carpenters on July 31, 2025.
Mr. Banfield, who last served as assistant to the Executive Secretary-Treasurer of the Carpenters, was a 39-year member of the union, held various positions at the UBC at both the local level and at the regional council levels. He has also sat on numerous benefit funds since 1996.
Mr. Banfield was most recently elected to the NASRCC Executive Board as Vice President in 2024 and served as Regional Manager for NASRCC-affiliated local unions in New York.
“Bill’s integrity and his dedication to the union, our members and our signatory employers have never been in doubt,” said Executive Secretary-Treasurer Joe Byrne. “On behalf of the entire union, I thank him for his years of service and wish him a long and healthy retirement with his family.”
Business Manager Scott Smith of Carpenters Local 279 commented that Mr. Banfield’s many roles, including as regional manager of the State of New York and Connecticut, were invaluable to the organization.
“It’s hard to nail down any one thing that stood out during his long career,” Mr. Smith said. “Bill had such a great impact on so many of us for so long, and in so many ways. He possessed a deep knowledge of contracts and collective bargaining agreements, and he was a mentor to those who worked with him, including myself. He showed us how to negotiate CBAs that brought countless benefits to the membership. I miss working with him every day.”
Ross J. Pepe, founding president of the Construction Industry Council of Westchester & Hudson Valley, Inc., pointed to the numerous contributions Mr. Banfield made in management and labor relations.
“As a representative of organized labor, Bill always bargained with a clear understanding of the needs of those on the other side of the negotiating table, where we, the contractors, and owners sat,” said Mr. Pepe, who also leads the Building Contractors Association of Westchester & The Mid-Hudson Region. “Bill did his best to consider the needs of the industry and what could be done to make the union contractors more competitive in the marketplace. The Tappan Zee replacement project was a clear example of successful negotiations and working together. Bill’s participation was an essential part of that success.”
