MOUNTAINVILLE, NY—Following a lengthy career at New York State Department of Transportation (NYSDOT), Lance MacMillan, P.E., has joined Tectonic Engineering Consultants as assistant vice president of its transportation team, the company announced last month.

Mr. MacMillan retired from public service in May after serving nearly 32 years with the DOT where he served the last 7 years as Regional Director of the Hudson Valley, Region 8.  The company recently announced his role as a consultant to advance the interests of both municipal clients in the public sector and private-sector clients served by Tectonic Engineering.

“It is always a bittersweet experience when a valuable and trusted high-level government employee retires from public service,” commented John Cooney, Jr., executive director of the Construction Industry Council, who worked with Mr. MacMillan for many years. “He leaves DOT with a deep knowledge of the ways the industry works—and the way it works best—for the people of the state. I’m proud to say his wealth of experience, strategic insight and deep commitment to excellence achieved great results in the private contracting community.”

As Region 8 director, Mr. MacMillan oversaw operations across the Hudson Valley, managing a workforce of over 1,000 employees and leading major capital projects. Among them were the Route 17 Exit 131 Diverging Diamond, the Westchester County Design-Build Bridge Bundle, and the Wurts Street Bridge Rehabilitation.

“His leadership role in regional transportation planning, emergency response coordination and stakeholder engagement has left a lasting impact on New York’s infrastructure landscape,” noted Mark A. Stier, P.E., P.G., Tectonic’s Chief Operating Officer. “We are delighted to have Lance join our firm and the transportation team.”

Mr. Stier added, “Lance’s extensive background in both design and maintenance engineering, combined with his collaborative approach and dedication to public service, make him a valuable asset to Tectonic Engineering as we continue to deliver innovative and resilient engineering solutions.”

Mr. MacMillan said his retirement from DOT and move into the private sector was a bit of a leap of faith. “As engineers, we can overthink something to the ‘nth degree.’  For me, it was time for a change to explore new opportunities and expand my career fulfillment.”

He added, “I’m proud of my service to the region and will certainly miss some of the staff that supported me throughout my DOT career.  I’m excited to follow in the footsteps of many public sector employees who have moved on to have very distinguished careers in the private sector.  Tectonics’ commitments to practical solutions and exceptional service were a perfect match for the skills I’ve developed over the course of my career.”

Mr. MacMillan is a licensed Professional Engineer in New York State and holds a B.S. in Civil Engineering from the State University of New York at Buffalo.

Founded in 1986, Tectonic Engineering employs a staff of more than 500 professionals comprised of civil, structural, geotechnical and environmental engineers, surveyors, planners and construction inspectors. Among the sectors it serves in the downstate region are disaster recovery, energy, institutions, education and healthcare, land planning, telecommunications, transportation and water resources.
