Site Work Could Begin Later This Year
On $3.26-Billion Propel NY Energy Job
ALBANY—The New York Public Service Commission recently granted the Propel NY Energy project’s Article 7 Certificate of Environment Compatibility and Public Need thus advancing the start of construction of the 90 miles of underground and underwater electric transmission lines, in Long Island, Queens, the Bronx and Westchester County.
The PSC approval on Sept. 17 authorizes the construction, operation, and maintenance of the transmission facilities. Site work on the $3.26-billion Propel NY project from the New York Power Authority and New York Transco could begin later this year, with further construction anticipated to begin in mid-2027 pending all approvals and permits. Completion of the project is expected in 2030.
The Propel NY Energy Project consists of approximately 90 miles of new underground transmission lines at both 138 and 345 kilovolts, connecting to nine existing or new substations, and running through Suffolk, Nassau, Queens, Bronx, and Westchester counties.
Before beginning construction, the Propel NY project still needs further approvals and permits, including a greenlight from the U.S. Army Corps of Engineers for its underwater portion, a water quality certificate from the state, approval from the PSC on the project’s Environmental Management & Construction Plans, and some additional ancillary permits, according to a report in Long Island Business News.
The project covers parts of Long Island, Queens, the Bronx, and Westchester County with nearly 60 miles of the underground transmission lines slated to be constructed on Long Island, with 31 miles in the Town of Oyster Bay, 15 miles in the Town of North Hempstead, 12 miles in the Town of Hempstead and 1.6 miles in the Town of Huntington, according to the Propel NY website.
Affected communities in Westchester include: 2.8 miles of new underground transmission line through the Town of Eastchester, and the villages of Bronxville and Tuckahoe; 0.2 miles of underground transmission line in the City of Mount Vernon: 3.3 miles of new underground transmission line, and a new transition station on utility-owned property in the City of New Rochelle; 0.3 miles of new underground transmission line in the Town and Village of Pelham and 2.2 miles of new underground transmission line in the City of Yonkers. Approximately 4 miles of new underground transmission line is planned for the Bronx.
