$55M Briarcliff Manor Downtown Revitalization Advances with Local Development Agreement

BRIARCLIFF MANOR, NY—The Village of Briarcliff Manor and the Briarcliff Manor Local Development Corporation (LDC), in partnership with Briarhouse, LLC, announced on June 6 the finalization of a Land Development Agreement (LDA), a major milestone toward the revitalization of the village’s downtown district.

The project, which is located at 1050 Pleasantville Road and a portion of 1030 Pleasantville Road, will include a new police station and Village Court facility, public parking facilities, a mixed-use residential and commercial development, a public plaza and new recreational trail connections. The new venture will extend the Central Business District (CBD) by several hundred feet of frontage, potentially introducing up to half a dozen new retail stores.

This multifaceted project represents the culmination of several years of strategic planning, it was noted. In 2022, the Village acquired the property at 1050 Pleasantville Road—the former site of the Wells Fargo bank—to modernize critical municipal facilities such as the police department and court, and to reshape the southern gateway to the downtown.  

The $55-million project will include new public facilities valued at $13.5 million, delivering a return of more than six times the village’s original $2-million land acquisition.  In addition to advancing long-term planning goals, the project will return the previously underutilized parcel to the tax rolls, generating new revenue to benefit the entire community.  The project will also likely generate over $1 million in various municipal fees, including more than $600,000 in recreation fees, village officials stated.

Briarhouse, LLC was selected as the preferred developer following a comprehensive evaluation of detailed proposals submitted by five developers.  The Principals of Briarhouse recently completed a similar project in the Village of Pelham, constructing a new municipal center that is now home to the Pelham’s Police Department, Fire Department, administrative offices, and a new meeting hall. Under the LDA, Briarhouse will undertake the design, engineering, construction and management of the project in close collaboration with the village and the LDC. Briarhouse will fund all project and financing costs and assume all project risks.

Briarcliff Manor Mayor Steven Vescio said the village is investing in essential public safety infrastructure as well as creating new housing and commercial opportunities “that reflect the evolving needs of our community.” The finished project will offer rental housing options and give long-time residents the chance to downsize or age in place without leaving Briarcliff.

Preliminary designs for the residential component portray two, three-story buildings, with a partial fourth floor tucked further back toward the hillside, to minimize visual impacts along Pleasantville Road. Construction of the project is expected to be completed in 2028.
