Harbor Island Park Jetty Reopens After $7M Upgrades in Mamaroneck

WHITE PLAINS—Westchester County has officially completed the Outfall Jetty Rehabilitation project at the Mamaroneck Wastewater Treatment Plant, ensuring the protection of vital wastewater infrastructure and restoring public access to the Harbor Island Park jetty.

The more than $7-million project was fully financed through the county’s capital budget, addressing decades of deterioration to the jetty’s steel sheet piling and providing long-term stability for the outfall pipe discharging treated effluent into the Long Island Sound.

The Mamaroneck Wastewater Treatment Plant relies on a 60-inch diameter outfall pipe extending approximately half a mile into Long Island Sound. Initially constructed in the 1930s and upgraded in subsequent decades, the steel sheet piling jetty had experienced extensive corrosion, requiring fencing to restrict public access. The rehabilitation effort, initiated in September 2023, restores the structural integrity of the jetty and reopens walkways, benches, and viewing areas for public use.

Department of Environmental Facilities Commissioner Vincent Kopicki said the completion reinforces the jetty’s structure and protects the outfall pipes. The work ensures “the long-term reliability of the Mamaroneck Wastewater Treatment Plant.”

The contractor that worked and completed the project was J.T. Cleary Inc., which is headquartered in Newark, NJ.
